By looking at the Wordle for the United States Declaration of War I feel like the tone was a little cocky and of political concerned. I feel like the US thought they were doing the right thing for thier people and not only the nation but for peace within other nations. I think the US was fed up with Germany and thought that if they didnt step up and declare war things would only get worse, more out of control. The word "belligerents" makes me think they didnt think too highly of Germany's government thus not liking Germany as a whole.
Which in turn, I believe, Germany responded in a scrambled way. Being closer to where the action was going on, they were worried about more than just the US. I assume that the scramble lead to the responce being less agressive and pushy. Germany's thoughts were all over the place not really being able to give 100% effort to all of the subjects, because of the fear of leaving one out maybe and feeling like they're all important.
You should treat the detained prisoners how you would any others. On the surface make it look like you haven't done anything bad but the truth being that your treating them worse. Maybe give them a few slaps. Offer them deals to rat out the other people and in return when they go to jail they wont be given as much h*ll as the ones that chose not to rat. Be creative but making sure that nothing you do could back fire on you and your team.
If any of them were to get mistreated and it go out to the public credibility would be lost. Things in the past that were over looked now maybe have to be looked at. Short-term repercussions, the prisoners feel a little uncomfortable. Takes you a little longer to find the other bomb makers because you cant be too rough other wise you might get suspended or worse.
